The telecommunications
sector in Sri Lanka is undergoing a major process of reform to meet the
challenges of an expanding market in which demand considerably outstrips supply.
Last year's successful sale of 35 per cent of the equity in the state-owned Sri
Lanka Telecom to Japan's Nippon Telephone and Telegraph Corporation has ushered
in a new era.
The Minister for Media, Mangala Samaraweera, explains: "We started the process
of privatisation nearly two years ago, because we felt Sri Lanka Telecom needed
an infusion of new technology, efficiency and a certain amount of private sector
thinking."
The
Telecom sector in Sri Lanka has already been receiving input from bodies such as
the World Bank and the Asian Development Bank, as well as working with foreign
partners, notably South Koreans. This has enabled Sri Lanka Telecom to raise its
telephone penetration rate from less than one people per 100 people to 1.4 per
100 over the past couple of years - although this still leaves a substantial
